Government of Canada announces new rules to prevent fraud with international students

 ਕੈਨੇਡਾ ਸਰਕਾਰ ਵੱਲੋਂ ਅੰਤਰਰਾਸ਼ਟਰੀ ਵਿਦਿਆਰਥੀਆਂ ਨਾਲ ਧੋਖਾਧੜੀ ਰੋਕਣ ਲਈ ਨਵੇਂ ਨਿਯਮਾਂ ਦਾ ਐਲਾਨ

ਵੈਨਕੂਵਰ (ਸੰਦੀਪ ਸਿੰਘ ਧੰਜੂ)-ਪਿਛਲੇ ਕੁਝ ਸਮੇਂ ਵਿੱਚ ਜਾਅਲੀ ਦਾਖ਼ਲਾ ਪੁੱਤਰਾਂ ਨਾਲ ਜੁੜੇ 100 ਤੋਂ ਵੱਧ ਮਾਮਲੇ ਸਾਹਮਣੇ ਆਉਣ ਤੋਂ ਬਾਅਦ, ਕੈਨੇਡਾ ਦੇ ਇਮੀਗ੍ਰੇਸ਼ਨ ਮੰਤਰੀ ਮਾਰਕ ਮਿਲਰ ਨੇ ਅੰਤਰਰਾਸ਼ਟਰੀ ਵਿਦਿਆਰਥੀਆਂ ਧੋਖਾਧੜੀ ਤੋਂ ਬਚਾਉਣ ਦੇ ਉਦੇਸ਼ ਨਾਲ ਨਵੇਂ ਨਿਯਮਾਂ ਦਾ ਐਲਾਨ ਕੀਤਾ ਹੈ। ਇਮੀਗ੍ਰੇਸ਼ਨ ਵਿਭਾਗ ਨੇ ਸਾਲ 2017 ਵਿਚ ਹੋਏ ਵਿਦਿਆਰਥੀ ਦਾਖਲਿਆਂ ਦੀ ਜਾਂਚ ਕਰਨ ਲਈ ਜੂਨ ਵਿੱਚ ਇੱਕ ਟਾਸਕ ਫੋਰਸ ਦੀ ਸ਼ੁਰੂਆਤ ਕੀਤੀ, ਜਿਸ ਵਿੱਚ ਘੋਖਿਆ ਗਿਆ ਕਿ ਇਮੀਗ੍ਰੇਸ਼ਨ ਏਜੰਟ ਅੰਤਰਰਾਸ਼ਟਰੀ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਕੈਨੇਡਾ ਵਿੱਚ ਦਾਖ਼ਲ ਕਰਵਾਉਣ ਲਈ ਜਾਅਲੀ ਦਾਖਲਾ ਪੱਤਰ ਜਾਰੀ ਕਰਦੇ ਹਨ ਅਤੇ ਇਨਾਂ ਵਿੱਚੋਂ ਸਭ ਤੋਂ ਵੱਧ ਫਰਜੀ ਦਾਖਲੇ ਭਾਰਤੀ ਏਜੰਟਾਂ ਵੱਲੋਂ ਕਰਵਾਏ ਗਏ ਸਨ। ਹੁਣ ਤੱਕ ਸਮੀਖਿਆ ਕੀਤੇ ਗਏ 103 ਮਾਮਲਿਆਂ ਵਿੱਚੋਂ, ਲਗਭਗ 40 ਪ੍ਰਤੀਸ਼ਤ ਵਿਦਿਆਰਥੀ ਇਸ ਘਪਲੇ ਦਾ ਸ਼ਿਕਾਰ ਹੋਏ। 

ਇਮੀਗ੍ਰੇਸ਼ਨ ਮੰਤਰੀ ਮਿਲਰ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਅੰਤਰਰਾਸ਼ਟਰੀ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਦਾਖਲਾ ਦੇਣ ਵਾਲੇ ਅਦਾਰਿਆਂ ਨੂੰ 1ਦਸੰਬਰ, 2023 ਤੋਂ ਇਮੀਗ੍ਰੇਸ਼ਨ ਵਿਭਾਗ ਪਾਸੋਂ ਹਰ ਬਿਨੈਕਾਰ ਦੇ ਦਾਖਲਾ ਪੱਤਰ ਦੀ ਪੁਸ਼ਟੀ ਕਰਵਾਉਣੀ ਹੋਵੇਗੀ। ਉਨਾਂ ਕਿਹਾ ਕਿ ਇਮੀਗ੍ਰੇਸ਼ਨ ਵੱਲੋਂ ਖ਼ੁਦ ਇਹਨਾਂ ਵਿਦਿਅਕ ਅਦਾਰਿਆਂ ‘ਤੇ ਨਜ਼ਰ ਰੱਖੀ ਜਾ ਰਹੀ ਹੈ, ਅਤੇ ਇੱਕ ਅਜਿਹੀ ਪ੍ਰਣਾਲੀ ਸਥਾਪਤ ਕਰਨ ਦੀ ਯੋਜਨਾ ਬਣਾਈ ਜਾ ਰਹੀ ਹੈ ਜਿਸ ਵਿਚ ਉਨ੍ਹਾਂ ਪੋਸਟ-ਸੈਕੰਡਰੀ ਵਿਦਿਅਕ ਅਦਾਰਿਆਂ ਨੂੰ ਫਾਇਦਾ ਦਿੱਤਾ ਜਾਵੇਗਾ ਜਿਹੜੇ ਅਗਲੇ ਅੰਤਰਰਾਸ਼ਟਰੀ ਵਿਦਿਆਰਥੀਆਂ ਲਈ ਸਮੇਂ-ਸਿਰ ਸੇਵਾਵਾਂ, ਸਹਾਇਤਾ ਅਤੇ ਮਿਆਰੀ ਨਤੀਜੇ ਪ੍ਰਦਾਨ ਕਰਨਗੇ ਅਤੇ ਇਮੀਗ੍ਰੇਸ਼ਨ ਇਨਾਂ ਅਦਾਰਿਆਂ ਵਿੱਚ ਦਾਖਲਾ ਲੈਣ ਵਾਲੇ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਪਹਿਲ ਦੇ ਆਧਾਰ ਤੇ ਵੀਜਾ ਪ੍ਰਣਾਲੀ ਵਿੱਚ ਤਰਜੀਹ ਦੇਵੇਗੀ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਪੜਾਈ ਖਤਮ ਹੋਣ ਉਪਰੰਤ ਮਿਲਣ ਵਾਲੇ ਵਰਕ ਪਰਮਿਟ ਪ੍ਰੋਗਰਾਮ ਲਈ ਵੀ ਕੁਝ ਨਵੇਂ ਨਿਯਮਾਂ ਦੀ ਵਿਵਸਥਾ ਕੀਤੀ ਗਈ ਹੈ ਕਿਉਂਕ ਪਿਛਲੇ ਦਸ ਸਾਲ ਦੌਰਾਨ ਇਸ ਪ੍ਰੋਗਰਾਮ ਵਿੱਚ ਕੋਈ ਬਦਲਾਅ ਨਹੀਂ ਕੀਤੇ ਗਏ ਅਤੇ ਇਸ ਪ੍ਰੋਗਰਾਮ ਵਿੱਚ ਪਾਈਆਂ ਗਈਆਂ ਊਣਤਾਈਆਂ ਨੂੰ ਦੂਰ ਕੀਤਾ ਜਾਵੇਗਾ ਜਿਸ ਨਾਲ ਕੈਨੇਡਾ ਦੇ ਰੋਜ਼ਗਾਰ ਖੇਤਰ ਨੂੰ ਵੱਧ ਬਲ ਮਿਲ ਸਕੇਗਾ ਅਤੇ ਕੈਨੇਡਾ ਦੇ ਸੂਬੇ ਆਪਣੇ ਇਮੀਗ੍ਰੇਸ਼ਨ ਦੇ ਨਿਰਧਾਰਿਤ ਕੋਟੇ ਨੂੰ ਲੋੜ ਅਨੁਸਾਰ ਪੂਰਾ ਕਰ ਸਕਣਗੇ।
